Accounts and paychecks for REC_Core, with configuration and implementation details.

Account definitions live in config/sh_config.lua; notification and paycheck settings live in config/sv_config.lua.

The table key is the account name passed to exports. label controls its display name, default is the starting balance, and allowNegative allows an operation to leave a negative balance.
Changing default does not overwrite existing balances.
An account added after a character was created starts at 0 for that character when loaded, unless a stored balance already exists.
