Assignment and fallback

groups.defaultJob = "unemployed" and groups.defaultGang = "none" are used for new characters. They also provide grade 0 when a stored group or grade no longer resolves against the configuration. Both default groups must therefore exist with grade 0. setJob and setGang use grade 0 when it is omitted and return false for undefined groups or grades. Assigning a job uses its defaultDuty; use setDuty to change the current duty state.
